In 2002, the Founder of GOCA was appointed as the senior police advisor to the UAE, and reported directly to the:
 

Minister of the Interior His Highness Sheik Saif Bin Zayed Al Nahyan.
 

His Highness was reforming the Abu Dhabi Police (UAE), and Gerald O’Connell became the team-leader of a major programme of change, development and reform of policing in the Emirates between 2002-2007.  

On the Founder’s retirement from this post with Abu Dhabi Police in May, 2007, His Highness Sheik Saif Bin Zayed Al Nahyan commended him for his work.
